Policy Briefs and Rapid Response Syntheses

A prerequisite for issue deliberation, including stakeholder sialogues, and a learning health system, is the review of evidence that describes options to target the problems initially identified. The SLHS delivers two such evidence synthesis tools, a) policy briefs, which serve as a basis for stakeholder dialogues, and b) rapid response syntheses.

Policy Brief

Once an issue for a stakeholder dialogue has been identified, the next step is to create a ‘policy brief’, wich is distributed to the participants of the dialogue prior to the deliberation.

A policy brief is a document that describes the problem at stake by explaining the relevant contextual factors. It presents a number of evidence-based solutions to the problem, and for each possible solution explains relevant aspects, including expected benefits and costs, and potential barriers and facilitators to the implementation.

Rapid Response Synthesis

The landscape of the Swiss health system is constantly changing and gaps in services or supplies can occur rather spontaneously. Quickly developing health service demands are not always identified, or identified in a timely manner. Rapid response syntheses are means to respond meaningfully and quickly to current issues in the health system. They identify and synthesize the best course of action by examining current evidence and possible solutions. This is done through a top-down approach thanks to the participation of the network members of the academic institutions involved in the SLHS, representing the full range of competencies with respect to scientific disciplines and the functions of the health system.

The synthesis document includes a summary and a synthesis of the existing evidence on the identified problem and options to target the problem, as well as an implementation guide with issue specific implementation considerations, implementation monitoring and evaluation guidance.
